Do Casinos Allow VPNs? What 13 Offshore Casinos' Terms Say

Which Casinos Say Nothing About VPNs?

We cannot say, because for 6 of the 19 offshore casinos we hold no readable terms page. For Bovada and Wild Casino the page we saved was a help or marketing page rather than the terms. For BetOnline, Everygame, SportsBetting.ag and Super Slots we hold no terms snapshot yet.

The crypto casinos in the register are covered on our VPN friendly casinos page, where we read the terms for 6 of the 12 and could not read the rest. This article covers the offshore casinos only.

A casino missing from the table has not been shown to allow VPNs. It has not been read.

The Clauses in the Casinos' Own Words

The wording each casino uses, unedited, with the page it came from and the day we read it. The last quotation is a separate BetWhale clause on restricted countries.

• Using VPNs, proxies, or VoIP services to conceal identity or location

The use of VPNs, proxy servers, IP masking services, or any method designed to conceal or falsify your true geographic location in order to access our services is strictly prohibited and may result in immediate account closure and forfeiture of winnings.

You may not use a VPN, proxy or similar services or devices that mask or manipulate the identification of your real location.

3.4. You may not use a VPN, proxy or similar services or devices that mask or manipulate the identification of your real location.

6.2. If, in our reasonable discretion, we determine that a player has engaged in fraudulent, unlawful, dishonest or improper activity (including, without limitation, the usage of a VPN, proxy or similar service that masks or manipulates the identification of your real location, the provision of false or deliberately misleading information), we reserve the right to immediately terminate or deny a player access to their Account. In such event, all Account balances (including both deposits and any winnings) shall be forfeited

6.2. If, in our reasonable discretion, we determine that a player has engaged in fraudulent, unlawful, dishonest or improper activity (including, without limitation, the usage of a VPN, proxy or similar service that masks or manipulates the identification of your real location, the provision of false or deliberately misleading information or by making bets, wagers or poker play through a third party or on behalf of a third party), we reserve the right to immediately terminate or deny a player access to their Account. In such event, all Account balances (including both deposits and any winnings) shall be forfeited

3.4. You may not use a VPN, proxy or similar services or devices that mask or manipulate the identification of your real location.

Utilizing proxies, VPNs, VoIP, or similar services to conceal or manipulate your real location or identity.

If we suspect that an account holder has manipulated their location, personal information, or used a masking device or service, we will permanently close and/or blacklist the account and/or forfeit its balance.

Once Shazam Casino noticed a fraudulent, unlawful, dishonest or improper activity (including using the VPN, proxy or similar service that masks or manipulates the identification of your real location, or making bets, wagers or poker play through a third party or on behalf of a third party) on the Website, we are eligible to block user’s Account with forfeiting of all Account balances without prior notification

6.2. If, in our reasonable discretion, we determine that a player has engaged in fraudulent, unlawful, dishonest or improper activity (including, without limitation, the usage of a VPN, proxy or similar service that masks or manipulates the identification of your real location, or by otherwise providing false or deliberately misleading information), we reserve the right to immediately terminate or deny a player access to their Account. In such event, all Account balances (including both deposits and any winnings) shall be forfeited

You will not use a VPN, proxy, or similar service to mask your real location.

Fraudulent activity if fraudulent, unlawful, dishonest, or improper activity is noticed including using VPN or proxy to mask location or making bets via or on behalf of a third party, we may block the user’s Account with forfeiture of all balances without prior notification and may report to relevant authorities.

Please note that any activities performed from the restricted countries are also forbidden for players, who use VPN connections and other malware that helps to play from the restricted countries.

Are There VPN-Friendly Casinos?

Not in the terms we read. In the 13 clauses above, none says a VPN is allowed, and none describes a VPN setting as supported.

Casino listing pages often call a brand VPN friendly. That label describes how a site behaves in someone's experience, and it is not a term of the contract. A casino can accept a VPN connection on Monday and still rely on its clause to close the account and keep the balance on Friday, because the clause is what decides a dispute.

Read the terms page of any casino before you deposit, and search it for VPN, proxy, masking and location. If a casino states that it allows VPN use, that sentence is the evidence, and we will add it to the register with its date.

Offshore casinos, compared from their own terms

Four Ways a Casino Words Its VPN Rule

Casinos put the rule in one of four places, and the place decides what the casino says it can do about it.

  • A rule you agree to. BetWhale, Black Lotus, Lucky Creek and Slots of Vegas state it as something you will not do. None names a penalty in the same sentence.
  • A listed form of improper activity. Cafe Casino, Ignition, Slots.lv, Shazam and VoltageBet place it in the same list as false information and playing for a third party, and attach forfeiture of all balances.
  • A prohibition with a penalty. BetUS says it is strictly prohibited and may mean immediate closure and forfeited winnings. MyBookie says suspicion of a masking service means closure, blacklisting or forfeiture of the balance.
  • A referral program rule. All Star Slots and Lucky Red Casino list VPNs among the abuses of their refer-a-friend rewards.

What Happens to Your Balance After a VPN Ban?

In 7 of the 13 clauses the casino says it forfeits your balance or winnings. They are BetUS, Cafe Casino, Ignition, Slots.lv, Shazam, VoltageBet and MyBookie.

Cafe Casino, Ignition and Slots.lv go further. They say the forfeiture covers both deposits and any winnings, and that they may disclose your identity to banks, card companies and anyone with a legal right to the information. Shazam and VoltageBet reserve the right to report the activity to authorities.

The decision rests with the casino. The clauses read in our reasonable discretion, once noticed, and if we suspect, so the casino decides whether you were using a VPN and you have little way to contest it. All of this is as written. We have not measured how often any casino enforces it.

What Do Casinos Say About Restricted Countries and VPNs?

They say the restriction follows where you are and not what your connection shows. BetWhale's restricted country clause names VPN connections directly, in the last quotation above.

Black Lotus and Lucky Creek add a residency statement in the same section as their VPN clause. You say you are a resident of a jurisdiction that allows gambling, and the legality of your use is your sole responsibility.

3.3. You are a resident in a jurisdiction that allows gambling. You are not a resident of any country in which access to online gambling to its residents or to any person within such country is prohibited. It is your sole responsibility to ensure that your use of the service is legal.

A VPN does not change the country you are in. If the casino restricts your country, a connection that shows somewhere else leaves the restriction in place and adds a second breach of the terms.

Can Casinos Detect a VPN?

Casinos do not publish how they detect one, so this section is general and not drawn from their terms. We have not tested any casino's detection and do not say how reliable it is.

Two signals are widely used across the web. An address that belongs to a VPN provider is shared by many users and often appears in commercial IP reputation lists. A connection that places you in a different country from your identity document or payment method is a second.

Treat any site that promises a casino cannot detect a VPN as an unverified claim. The clauses above give the casino the right to decide, and none of them promises it will tell you first.

Does a Shared VPN Address Break One Account Per IP Rules?

It can. Seven casinos tie an account or a bonus to an IP address in the terms we read, and a VPN address is shared by many people at once. Our reading is that a rule keyed to IP address can match accounts with nothing to do with each other.

CasinoIP address ruleRead on
BetWhaleOne account per person, household, IP address, business address or device2026-10-01
Black LotusA free player bonus once per person, PC and IP address, among other identifiers2026-10-01
Lucky CreekA free player bonus once per person, PC and IP address, among other identifiers2026-10-01
Lucky Red CasinoOne active account per household, computer, IP address or business address2026-10-01

VoltageBetOne account per household, IP address and device2026-10-01
All Star SlotsBonuses once per household, business address, IP address and account2026-10-01

This is a risk in how the rules are written. We have not seen a casino state how it treats a shared address. Where a household or office shares one connection, Shazam and VoltageBet ask you to tell the casino in advance.

Is Using a VPN at a Casino Illegal?

Using a VPN is not itself an offence in many countries, and a VPN does not change whether gambling is legal where you are. Two different rules apply, and they should be kept apart.

The first is the law of the place you are sitting. Online gambling is restricted or banned in many countries, and a VPN does not move you out of that law. The second is the casino's own contract, which is what the 13 clauses are. Breaking it can cost your balance even where no law is broken.

This is general information and not legal advice. If you are unsure about the rules where you live, ask a lawyer who handles gambling or technology law.

Travelling or on Public Wi-Fi: What to Check Before You Log In

Check the terms for a clause on location tools, and ask support in writing, before you log in through one. A VPN used only for network security still shows an address in another place, and the clauses are written around the effect.

Several say a VPN, proxy or similar service that masks or manipulates the identification of your real location. A connection that shows another country can fall inside that wording even when you meant it for security.

The conservative reading is to log in on a connection that shows where you really are, or to get the casino's answer in writing first.

Questions to Ask Support Before You Deposit

Ask in writing and keep a dated screenshot of the reply. A chat answer that cannot be shown later does not settle a dispute.

  • Does your terms page restrict VPNs, proxies or other location tools, and in which clause?
  • Which countries are restricted, and does the restriction apply to a visit or only to residence?
  • What happens to my balance if my connection shows a country that differs from my account?
  • Is one account per IP address enforced, and does a shared household or office connection count?
  • Will you confirm this in writing to the email on the account?

How We Read These Terms

We save each operator's terms page as a dated file in the register when the page can be read, and a daily job saves a new copy when the text changes. For this article we searched the saved text of every terms page for VPN, proxy, masking and IP address, then read the surrounding clause.

Each quotation is a passage of that saved file, copied without edits, and each row carries the day it was read. MyBookie's clause does not use the word VPN, and we found it only on the second search for masking. A clause worded in a way we did not search for may exist elsewhere, and if you find one we missed, please tell us.

Frequently Asked Questions

  • Can I use a VPN at an online casino? Not under the terms we read. Thirteen offshore casinos name a VPN, proxy or masking service in their terms, and none of them says it is allowed.
  • Will a casino ban me for using a VPN? It can. Seven of the 13 clauses attach forfeiture of the balance or winnings, and the casino decides whether you used one.
  • Which casinos allow VPNs? None of the 13 we hold terms for says it does. For 6 offshore casinos we hold no readable terms, so we say nothing about them.
  • Can casinos tell I am using a VPN? Casinos do not publish their methods. Shared provider addresses and a location that differs from your documents are common signals, and we have not tested any casino.
  • Is using a VPN for gambling illegal? A VPN is not itself illegal in many countries, but it does not change whether gambling is legal where you are. The casino's terms are a separate rule on top.

Final Thoughts

A VPN clause is in the terms of 13 of the 19 offshore casinos we track, and none of them permits one. The practical risk is the balance, because 7 of those clauses attach forfeiture.

Read the terms yourself before you deposit, ask support in writing, and treat a VPN friendly label as a claim until a casino's own terms say it.
